The Jeep Cherokee is usually a small to mid size SUV. You should be getting some more miles on the car, especially on the highway. I would check the air pressure in the tires. Maintaining good air pressure in the tires will increase your gas mileage.
Other than that, I would take the car to a mechanic and ask them to give the car a checkup (but don’t get dragged into paying for anything else besides something that will help increase its mileage) You may also want to swtich to unleaded gasoline if you aren’t allready using it.

It should be closer to 16 mpg / 22 mpg. Since you’re running larger than stock tires (28.4″ vs 30″), your speedometer and MPGs will be a little off. To correct this, you’ll need to install a new speedometer gear. Check out the link below.
The 4.0L engine is notorious for not getting very good fuel mileage but that does seem low.Like one poster said are you sure your odometer is reading right with the bigger tires?Check it with some mile markers on the highway,you might be doing better on gas than you think.
any lift you put on a vehicle will make your MPG go down. Lifting it causes more air drag surface while driving. Also bigger tires weigh more, and tend to have more contact surface with the road. tred design has a pretty good impact on MPG. smooth tred is easier to role than stubby tred designes. A air intake system only adds a few HP, not much to cause any better MPG.
Ok, unless you have changed the speedometer gear around three more less teeth, you are not getting the correct MPG.
Do you know what rear gears you have? 3:56 should not hurt mileage, but numerically less, you are getting into the lugging range for the engine with these tires and that will hurt mileage.
To answer your question 14 on the highway at around 70 mph is NOT normal.
The EPA estimated for that year was 14 city, 19 highway. You aren’t far off. If you have agressive treads on your truck, that can lower mileage drastically. If you are looking for better gas milage, put on narrower, smaller tires, make sure you keep a clean air intake and ease up on acceleration. The average for a cherokee is between 17-21 mpg on highway. But obviously highway speeds are figured to be 55 mph not 80+ (an observation of drivers in chicago!)
